1- OPENING OF THE MEETING<\/h3>\n

The agenda was adopted as presented. <\/span><\/p>\n

The minutes from October 22, 2025, were reviewed. There are no follow-up actions currently in progress. <\/span><\/p>\n

 <\/p>\n

2- Post-mortem: AFNQL\/Coph Regional Housing Meeting<\/h3>\n

The discussions highlighted the following points:<\/p>\n

Positive Points<\/strong><\/p>\n

    \n
  • The two-part format (virtual information session + in-person discussions and workshops) helps
    \nmaintain momentum and appears to be well-received.<\/li>\n
  • Strong presence of the regional chief with a unifying message.<\/li>\n
  • Good mobilization of chiefs and significant presence of the next generation of housing leaders.<\/li>\n
  • High turnout (over 110 people) with a high level of interaction (questions and comments).<\/li>\n
  • Relevant presentations that encouraged discussion and participation. Notable examples include
    \nthose related to the Housing Circuit Riders (HCRs), the Housing Management Plan, and the
    \nManikaso Centre.<\/li>\n
  • High-quality facilitation and very well-managed logistics.<\/li>\n
  • A 0unifying and collaborative atmosphere.<\/li>\n<\/ul>\n

    Areas for improvement <\/strong><\/p>\n

      \n
    • Provide more networking opportunities (e.g., add a 4-to-6-style activity, longer lunch breaks, and
      \nextended breaks).<\/li>\n
    • Better highlight certain content (HCRs, Point of Contact in Housing).<\/li>\n
    • Adjust the length of certain presentations, which should be limited to a maximum of 1.5 hours or
      \nseparated by a break. The session on artificial intelligence was relevant but too long (the audience
      \nlost focus).<\/li>\n<\/ul>\n

      3- Build Canada Homes: Status Report<\/h3>\n

      Discussion and sharing following the presentation by Marc-Andr\u00e9 Anderson (Housing, Infrastructure and
      \nCommunities Canada) on the new federal Agency Build Canada Homes, delivered at the Regional Housing
      \nMeeting.<\/p>\n

       <\/p>\n

      4- Build Canada Homes (BCH) \u2013 Regional Approach and Strategy<\/strong><\/h3>\n

      The RTHC agrees that developing a project-based conceptual approach\u2014tailored to and led by Quebec\u2019s
      \nFirst Nations\u2014is the best way to attract the interest of BCH. This would be a project specific to the Quebec
      \nregion.<\/p>\n

      This approach would take into account the implementation capacities as well as the housing governance
      \nstructure specific to Quebec\u2019s First Nations communities<\/p>\n

      The RTHC\u2019s Operational Committee has been tasked with developing and proposing this approach. It
      \nwould then be presented by Lance Haymond to the authorities at BCH.<\/p>\n

      5- Next Meeting<\/h3>\n

      The Operational Committee will make a recommendation regarding potential dates for the next meeting.<\/p>\n
