1- OPENING OF THE MEETING
The agenda was adopted as presented.
The minutes from October 22, 2025, were reviewed. There are no follow-up actions currently in progress.
2- Post-mortem: AFNQL/Coph Regional Housing Meeting
The discussions highlighted the following points:
Positive Points
- The two-part format (virtual information session + in-person discussions and workshops) helps
maintain momentum and appears to be well-received. - Strong presence of the regional chief with a unifying message.
- Good mobilization of chiefs and significant presence of the next generation of housing leaders.
- High turnout (over 110 people) with a high level of interaction (questions and comments).
- Relevant presentations that encouraged discussion and participation. Notable examples include
those related to the Housing Circuit Riders (HCRs), the Housing Management Plan, and the
Manikaso Centre. - High-quality facilitation and very well-managed logistics.
- A 0unifying and collaborative atmosphere.
Areas for improvement
- Provide more networking opportunities (e.g., add a 4-to-6-style activity, longer lunch breaks, and
extended breaks). - Better highlight certain content (HCRs, Point of Contact in Housing).
- Adjust the length of certain presentations, which should be limited to a maximum of 1.5 hours or
separated by a break. The session on artificial intelligence was relevant but too long (the audience
lost focus).
3- Build Canada Homes: Status Report
Discussion and sharing following the presentation by Marc-André Anderson (Housing, Infrastructure and
Communities Canada) on the new federal Agency Build Canada Homes, delivered at the Regional Housing
Meeting.
4- Build Canada Homes (BCH) – Regional Approach and Strategy
The RTHC agrees that developing a project-based conceptual approach—tailored to and led by Quebec’s
First Nations—is the best way to attract the interest of BCH. This would be a project specific to the Quebec
region.
This approach would take into account the implementation capacities as well as the housing governance
structure specific to Quebec’s First Nations communities
The RTHC’s Operational Committee has been tasked with developing and proposing this approach. It
would then be presented by Lance Haymond to the authorities at BCH.
5- Next Meeting
The Operational Committee will make a recommendation regarding potential dates for the next meeting.
